MP demands Inclusion of Clause 2.6 in the proposed manning contract agreement for foreshore sector vessels to be executed between SCI Ltd and DSS

The Member of Parliament of Andaman and Nicobar Islands has requested the Chief Secretary of Andaman and Nicobar Administration to incorporate the Clause 2.6 in the upcoming agreement in between the SCI Ltd, and DSS to safeguard the employment opportunity to local seafarers and to ensure that the local officers get employments in Andaman vessels.

The Member of Parliament mentioned in his letter addressed to the Chief Secretary that the Directorate of Shipping Services is in process of signing an agreement with the SCI Ltd, to hand over the manning of foreshore sector vessels to SCI Ltd.

The MP added that earlier the Directorate of Shipping Service had ensured job security for the local seafarers by incorporating Clause 2.6 in the earlier manning contracts signed between ABS Marine Service Pvt. Lid, and DSS, A & N Administration. Moreover, the Clause 2.6 has there been included in the e-Tender published/uploaded in the official website for these 17 numbers foreshore sector vessels.

The MP also pointed out that in this connection the Hon'ble High Court at Calcutta by passing a judgment order dated 14.12.2017 in WP 25683 (W) of 2017 (copy enclosed) for preferential benefit given to the local Marine Officers on the basis of socio economic condition of the islanders and restricted employment opportunity available as compared to mainland. Presently more than 140% of Marine officers are available in different categories like Masters, Chief Engineers, Chief Officers, Second Officer, Junior Engineers, etc.
